Norris drew the "Everybody Draw Muhammad Day" cartoon in April 2010 in response to Comedy Central's editing of its program "South Park" and the animated show's attempts to depict Muhammad. Her cartoon provoked international controversy and Norris was forced into hiding. She had to change her identity at the FBI's urging.

The petition is titled "A Defense of Free Speech by American and Canadian Muslims".
