Haiti. Ministerial Preparatory Conference opens in Montreal

Canada is the host today of the Ministerial Preparatory Conference with foreign ministers from the Group of Friends of Haiti, major donors and key regional and multilateral partners engaged in Haiti. The Conference is held in Montreal and is chaired by Canada’s Minister of Foreign Affairs, the Honourable Lawrence Cannon.

The Haitian Prime Minister Jean-Max Bellerive has arrived yesterday in Montreal to attend the Conference.

A larger donor coordination conference on reconstruction in Haiti is expected to take place in the coming months.

Objectives of the Conference

Coordinated assistance from the international community will be key to making a difference in Haiti as the country confronts unprecedented immediate and long-term challenges.

The Preparatory Conference will contribute to establishing a clear and common vision within the international community for the early recovery and longer-term reconstruction of Haiti. This meeting will be the first step in reaching that goal, and preparing for a larger reconstruction conference on Haiti that will take place in coming months.

The Ministerial Conference will also discuss the immediate issues of the current humanitarian situation and coordination of international relief and recovery efforts.

In addition, the Conference will provide an opportunity to assess the present state of affairs in Haiti and ensure that the UN is fully supported to focus international efforts to help the Haitian people meet the current challenges as they prepare for long-term stabilization and reconstruction.

Foreign ministers and delegates from the following countries and organizations are expected to attend the Conference:

Haiti
 
Group of Friends of Haiti: Argentina, Brazil, Canada, Chile, Costa Rica, France, Mexico, Peru, United States and Uruguay
 
Other major donors and key regional and multilateral partners engaged in Haiti: Japan, Spain, European Union

Neighbouring Caribbean country: Dominican Republic
International organizations: United Nations, World Bank, International Monetary Fund, Caribbean Development Bank, Organization of American States, CARICOM, International Monetary Fund, Inter-American Development Bank
 
Beyond these countries no “observer” category is contemplated.

Additional donors and international organizations are expected and encouraged to participate at the larger-scale donor coordination conference that will take place at a later date.

The Ministerial Preparatory Conference will also provide and opportunity for exchange of information with key non-governmental organizations active in Haiti.

The Conference is held at the International Civil Aviation Organization (ICAO) Headquarters in Montreal.

Montreal is home to a vibrant Haitian Diaspora community that is among the largest in the world.
