SPAIN CAN'T WAIT TO START MILITARY ACTION ON SOMALIA

According to Spanish media, Spain's Minister of Foreign Affairs Miguel Angel Moratinos revealed that the concerned ministers advanced on the project to build up the Somali armed forces in order to help the Transitional Federal Government to stabilize the country and to fight piracy from land instead of only from the sea.

It was confirmed that Spanish Colonel Ricardo González Elul will be in charge to plan the European mission for the training of now 2,000 Somalí forces and the Spanish government hopes that the mission is adopted formally during the first semester of 2010, when Spain holds the presidency of the EU.

On November 27 the European council of ministers had approved a concept to train 1,000 Somali troops in Uganda in cooperation with the African Union.

Initially it was envisaged that the mission could commence before the end of the year, but it was indicated that more time will be needed to outline all the details and it will not be approved before the Spanish presidency starts, explained diplomatic sources.
