Fruit d’un compromis entre la Maison Blanche et plusieurs éminents sénateurs républicains et démocrates, l’initiative vise deux objectifs prioritaires: accorder des titres de séjour aux quelques douze millions de clandestins vivant aux Etats-Unis, et renforcer la sécurité aux frontières ainsi que les sanctions contre les employeurs embauchant sciemment les clandestins.
